Challenge

2026 has brought a near-unprecedented volume of public sector framework renewals, driven by implementation of the Procurement Act. The Act raises the bar in two areas that bidders have historically treated as boilerplate: it demands real, evidenced social value outcomes rather than commitments, and it puts a much deeper emphasis on fair payment through the supply chain. 

Contractors who bid these frameworks the way they bid the last generation of them will score badly, and the volume of renewals means the cost of getting it wrong lands all at once.

Approach

We have worked this year with contractors across the UK - Main contractors, specialist fit-out firms and regional Tier 2 businesses - Providing advance intelligence, framework strategy, answer planning and writing, and full bid management. The work has spanned Crown Commercial Service procurements including CWAS3, the Pagabo National Framework for Major Works, SCF6, Constructing West Midlands, NHS SBS Construction Works 2, SCAPE Regional Construction and the Central Bedfordshire Construction Framework 2.0.

Outcome

Five businesses have engaged us for full bid delivery this year, and three have become repeat partners on the strength of completed commissions - The clearest signal available while procurements remain in progress. Eleven separate strategy and intelligence papers have been prepared across the portfolio, each one specific to the framework it addresses rather than adapted from a template.
